WASHINGTON — A proposed golden bull for the United States pavilion at Expo 2027 Belgrade has generated attention after Deputy Secretary of State Christopher Landau reportedly raised concerns that the imagery could evoke the biblical Golden Calf and ancient pagan symbolism.
Why Landau Questioned the Golden Bull
According to Axios, Landau sent an Aug. 19 email to State Department personnel discussing a proposed bucking-bull statue for the U.S. exhibit, which is intended to celebrate the American West.
“I remain somewhat concerned by the Golden Bull imagery!” Landau reportedly wrote, adding that he did not want the design to become a distraction. He also noted that the Golden Calf described in the Bible is frequently portrayed as a golden bull.
Axios reported that the proposed statue was subsequently placed on hold while officials considered how the exhibit should proceed. There is no evidence that the designers intended the bull to represent Baal, Satan or any form of pagan worship.
The Biblical Connection to the Golden Calf
The controversy carries particular significance for Christians and Jews because of the imagery’s resemblance to one of Scripture’s best-known accounts of idolatry.
In Exodus 32, the Israelites constructed a golden calf while Moses was on Mount Sinai receiving God’s commandments. When Moses returned and witnessed the people worshiping the idol, he responded with anger over their rejection of God.
Landau’s reported email also discussed ancient Near Eastern religious symbolism and Baal, a Canaanite deity repeatedly condemned in the Old Testament.
A Symbol of the American West
The bull under consideration had an entirely different stated purpose. It was designed to represent the American West and rodeo culture as part of the United States’ presentation in Serbia.
Axios also reported that officials separately considered allowing visitors to ride a mechanical bucking bull. That proposal was abandoned because of concerns over potential liability.
United States Prepares for Expo 2027 Belgrade
The United States formally confirmed its participation in Expo 2027 earlier this year. U.S. Under Secretary of State for Public Diplomacy Sarah Rogers participated in signing the agreement in Belgrade in May.
Expo 2027 is scheduled to run from May 15 through Aug. 15, 2027, in Belgrade, Serbia. Organizers say the international exposition will operate under the theme “Play for Humanity: Sport and Music for All.”
Why the Golden Bull Debate Matters
The dispute demonstrates how a design created for one purpose can carry dramatically different cultural or religious associations.
For the designers, the bucking bull represented the American West. For Landau, according to the reported email, presenting that imagery in gold raised another question: Could international audiences see something entirely different?
For Christians familiar with Exodus, the Golden Calf represents far more than an ancient statue. It remains one of Scripture’s most recognizable warnings about idolatry and misplaced worship.
In this case, however, the available evidence does not establish that the proposed Expo 2027 bull was created as a religious symbol. The controversy centers instead on whether its appearance could unintentionally communicate a meaning its designers never intended.
